Changes to the International Code Council (ICC) Code Development Process

Starting with the 2027 code development cycle, the International Code Council (ICC) has changed its process to add a second Code Action Hearing (CAH) for further refinement of the code change proposals. This second CAH allows the ICC code development committees to consider the original proposals, submitted responses to committee action, and testimony on these responses, known as public comments, a second time. This change allows more in-depth vetting of code change proposals.

Participants can respond and submit comments on the proposed code changes that were initially submitted for and decided upon at CAH #1, allowing the same committee to consider the additional comments and act based on both the committee's previous action and the new information and testimony provided.

Comments submitted for CAH #2 are allowed regardless of the decision taken at CAH #1 but must be limited to the subject matter that was acted upon at CAH #1. As a result, a smaller set of comments will be reviewed at CAH #2.
